About Us

Quantum Communications is a full-service public relations, public affairs and strategic communications agency based in Scotland, operating across the UK.

The company was launched by experienced directors Alan Roden and Flavia Paterson in 2019 and has become one of the fastest growing agencies in the country. We were named finalists for three awards in 2023 by the Chartered Institute of Public Relations (CIPR) Scotland, including ‘small agency of the year’.

We bring unrivalled frontline experience and inside knowledge of working within the media, politics and the corporate environment.

We use this experience to assist our clients in setting the agenda, raising their profile, generating mainstream national, local and trade media interest and engaging with stakeholders.

Our Team

Flavia Paterson

Co-CEO and co-founder

Flavia specialises in advising clients on government relations, strategic campaigns and project communications. She understands how government works having been director of communications with the Scotland Office between 2015 and 2018, and has a particular understanding of the energy sector having worked across energy projects, policy, and grid during her time as head of corporate affairs for SSE Plc.

More broadly, she is an award-winning communications professional with significant private, public sector and charitable experience, advising government ministers and FTSE100 chief executives on strategic communications, policy campaigns, planning, crisis communications, branding, and internal communications.

Alan Roden

Co-CEO and co-founder

Alan has worked in and around Scottish politics and the media for two decades, and his role involves speaking to the country's leading journalists and politicians on a daily basis. His previous roles include communications director for Scottish Labour, political editor of the Scottish Daily Mail, and senior reporter at the Edinburgh Evening News.

During his time as a journalist, he was secretary of the Scottish Parliamentary Journalists’ Association and a multiple winner at the Scottish Press Awards, which he now judges. After leaving journalism, Alan went behind-the-scenes in politics, advising senior parliamentarians including Scottish Labour leader Anas Sarwar and Shadow Scottish Secretary Ian Murray. He is a regular TV and newspaper commentator, and has twice been shortlisted for editor of the year after launching 1919 Magazine.


 Chris Green

Associate Director

Chris joined Quantum at the end of 2023 after a 16-year career as a journalist with The Independent and the i newspapers in London and Edinburgh. He brings a wealth of experience on what makes the media tick both north and south of the border, as well as extensive knowledge of the inner workings of Holyrood.

Since moving to Quantum he has spearheaded a number of successful campaigns for clients across a variety of sectors, gaining significant broadcast, online and print coverage.

Chris was previously Scotland Editor of the i, shaping its national news coverage. Having been a founding member at its launch in 2010, he helped the newspaper and its online version grow from a fledgling brand into one of the most well-known media outlets in the UK.

Chloë Minish

Account Director

Chloë is an experienced public affairs practitioner having worked in the Scottish Parliament for several years as well as engaging at a local level on topical issues before joining the Quantum Communications team in 2021.

Prior to joining Quantum, Chloë worked for Victim Support Scotland building its profile, influence and credibility nationally and locally to obtain key policy commitments. Chloë also spent four years working for Patrick Harvie MSP (co-leader of the Scottish Greens) initially as a regional researcher and latterly as a political advisor, helping prepare him for First Minister’s Questions and working across the Scottish Greens parliamentary group. In addition, Chloë supported the development of election policy, strategy and messaging for campaigns.


Tom Martin

Senior Account Manager

Tom has more than 20 years of experience in the media and political landscape as a former journalist and PR professional. He works with a wide range of organisations, advising them on effective communication through broadcast, press, online platforms, social media, and stakeholder engagement.

Before joining Quantum in 2022, Tom served as the political editor and executive news editor for the Scottish Daily Express. Starting his career at The Shields Gazette, Tom has held positions at Scotland on Sunday, the Fife Free Press, and The Drum Magazine.

Cordelia O'Neill

Senior Account Manager

Cordelia is a multi-award-winning communications and public affairs specialist with more than 15 years' experience in national media and communications. She specialises in providing guidance and support to our charity and arts clients, helping to raise awareness of their work, position them as trusted authorities, and share their knowledge and insight with decision makers.

Cordelia is passionate about sharing solutions to pressing issues facing society. With previous work in the social housing and violence against women sectors, she has particular insight and interest in social justice, poverty and inequality.


Kerry Mosson

Operations and Events Manager

Kerry's roles include leading our growing events programme and our extensive engagement operations. After 17 years working in frontline Scottish politics for the Labour Party, she has extensive experience in events management and logistics, delivering national conferences, events and political visits for Prime Ministers, government ministers and senior politicians.

Kerry has led teams across all areas of campaign delivery, senior stakeholder management, partnership liaison, and strategic communications. She regularly organises our events in parliament and at party conferences, as well as other stakeholder events.

Matthew Running

Senior Account Executive

Matthew joined Quantum Communications as a graduate in 2022 and adapted quickly to agency life. He provides high quality political and media monitoring reports, writes expert parliamentary briefings, conducts policy research, and arranges visits with key political stakeholders for our clients.

In 2023, Matthew was promoted to Senior Account Executive and now leads on several accounts, providing particular insight on tech policy.
